The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the international political process to address climate change. The UNFCCC secretariat supports the Convention and its Kyoto Protocol through a range of activities, including substantive and organizational support to meetings of the Parties.

The secretariat is seeking external consultancy services to identify and facilitate agreement on adopting a proven method or a combination of proven methods that meets its requirements in terms of efficiency and continuous process improvement. Services would also include the development and presentation of a detailed work plan that would demonstrate how the approved method or approved combination of methods could be implemented and what the expected short-, medium- and long-term outcomes would be.

Activities

The consultancy services will include the following activities:
- Presenting to the secretariat's senior management and to staff an overview of methods that could be applied to achieve efficiency gains and process improvements in the UNFCCC secretariat, including the Six Sigma and Lean methods;
- Making a well-reasoned recommendation of the proven method or of a well-defined combination of proven methods that best meets the needs of the secretariat. The recommendation shall take into account various considerations and input, including:
i. The commitment by the Executive Secretary to make the secretariat a top-performing organization;
ii. The requirement to achieve an efficiency dividend of 3 % under the core budget of the secretariat for the biennium 2012-2013 and beyond;
iii. The need for the Executive Secretary to report on dynamic efficiency gains achieved by the end of 2012 and to monitor and report on efficiency gains achieved during the biennium 2012-2013;
iv. The functions and operations of the UNFCCC secretariat;
v. The programme budget for the biennium 2012-2013;
vi. Input received from staff and management;
vii. The development of a framework for continuous improvement and efficiency as reflected in document FCCC/SBI/2011/INF.15 (the efficiency plan);
viii. The premise that the method or combination of methods should be cost- and time effective;
ix. The need to ensure sustainability and to build a culture of continuous improvement;
x. The need to align the efficiency programme with other major change initiatives to enable organisational synergies;
xi. Best practices in the United Nations System of Organizations and the private sector;
xii. Experience gained in individual secretariat programmes, including in its Sustainable Development Programme.
- Undertaking one or two quick improvement projects with a view to demonstrating that the recommended method or combination of methods meets the secretariat’s requirements, including the need to achieve sustainable efficiency gains, to measure and to report on them.
- Drafting of an implementation plan in close consultation with the appropriate secretariat staff;
- Facilitating agreement among members of the secretariat’s executive Management Team on the proposed implementation plan.

Outputs

A number of outputs will need to be delivered by the external service provider, including:
- A presentation and question and answer session with staff on the various methods, specifying in how far they would meet the requirements of the secretariat and what the implications would be, including in terms of financial and staff resources. The presentation would, inter alia, show available options for:
i. Transforming the entire secretariat towards a culture of efficiency;
ii. Undertaking efficiency measurements in a consistent, valid and convincing manner;
iii. Achieving a three percent efficiency dividend under the core budget during the biennium 2012-2013;
iv. Achieving dynamic efficiency gains in 2012, 2013 and beyond;
v. Preparing a report on efficiency gains achieved by the end of 2012 that meets the expectations by the Parties to the Convention;
vi. Monitoring and reporting on efficiency gains made during the biennium 2012-2013;
vii. Effective internal and external communication on efficiency gains and process improvements;A separate presentation of the methods and facilitation of senior management discussion with a view to get agreement on the most appropriate method (or well-defined combination of proven methods) for the secretariat (one or two meetings are anticipated);
- Documentation of the pilot improvement project(s), including a report on verifiable efficiency gains and cost savings.
- A detailed, practical and reader-friendly workplan for the implementation of the approved method or the approved combination of methods. The work plan would spell out in detail how the various short-, medium-, and long-term requirements of the secretariat in terms of efficiency and continuous process improvements could be met, including reporting requirements.
- A briefing of senior management on the proposed work plan and facilitation of discussion with a view to get agreement on the way forward;
- A briefing for all interested staff on the proposed work plan, including a question and answer session;
- Weekly status reports in writing.

Requirements

- At least 10 years of extensive experience/expertise in methods to achieve and sustain efficiency gains, particularly in public service organizations, as well as evaluation and reporting on such gains.
- Advanced university degree (master's degree or equivalent), preferably in management, public administration, international relations or related field.
- Understanding and experience in climate change issues and the UNFCCC intergovernmental process is desirable.
- Strong analytical, change management and facilitation skills.
- Client orientation and proven ability to work with technical people.
- Ability to interpret results and provide practical recommendations.
- Strong and proven verbal and written presentational skills in English are required.

Deliverable and Timelines

The provision of services as described above should start as soon as possible, but not later than 15 March 2012 and all outputs shall be delivered within a three-month period starting from the date of signing the contract. Major deliverables of the project are:

- Briefings and discussions with staff and management on available proven methods: within one month after the contract has been issued;
- One or two pilot projects: within one month after the contract has been issued;
- Submission of draft versions of the work plan to the appropriate staff for review and comments: within two months after the contract has been issued;
- Submission of the proposed work plan to senior management as well as briefings and discussions on the plan with staff and management: within three months after the contract has been issued.
